Describe the local challenge your project is addressing

In this section please describe in detail the challenge that your project addresses. We recommend your response be a minimum of 200 words and a maximum of 400 words.

South Sudan has gone through Protracted conflict since its independence in 2011.  Compounded by economic woes, inter-community conflict, poverty, flooding and climate change, the young country has been faced by massive displacement into the neighboring countries and dire food shortages. Over seven million people — about two thirds of the population in South Sudan are in need of aid, including around 6.9 million people experiencing hunger (Mercy corps, 2018). Although many of South Sudan’s access issues have political roots and solutions, these challenges are exacerbated by the fact that as much as 70 percent of the country is inaccessible by road during the rainy season, which typically lasts from June through September. Infrastructure, in general, has been a significant access constraint—as has the ubiquity of landmines and un-exploded ordinance. However, these constraints are more predictable and typically have no clear solutions and thus could only be addressed should the political and conflict-related issues be resolved.

Due to the volatility of the security situation in South Sudan caused by political and inter-communal conflicts, the infrastructure is scanty with only about 300km of built roads making it impossible to deliver the much-needed humanitarian aid to vulnerable population. A number of organizations responding to humanitarian crises often find themselves caught in uncertainty as to the existence of infrastructure, the state of the infrastructure and its accessibility as well as the level of service of this infrastructure. This includes road network, hospitals, schools, power lines, ports and airports. There is a critical need to have current and readily available information on the availability of infrastructure that will inform decision makers in the humanitarian arena in aiding the preparation for critical emergency response. This information is sometimes available from UNOCHA using the UN hard copy maps but this are sometimes outdated, require time and may not be reliable given the volatile nature of the conflict situation in South Sudan. This project aims to provide updated and reliable mapping solutions for humanitarian actors to be able to respond in a timely and reliable manner to humanitarian crisis. It will help in emergency humanitarian response by mapping out essential infrastructure through the use of trained local community membership who are draw from the local population.

Given the vast nature of South Sudan, the project aims to map 3 counties within Lakes state including Awerial County, Yirol East and Yirol West as a pilot for the rest of the states should funding allow.

Assistance for Relief and Development Agency (ARUDA) is a legally registered National NGO operating in South Sudan, It was registered in 2010 and currently has 24 staff that includes field and head office support staff. The Head office is located in Juba, Near Juba Regency Hotel with field offices in Awerial County as well as Easter Equatoria, Nimule Payam.


What the funding will do: The funding will be used to train and equip the ARUDA volunteers with mapping skills through training on the use of various mapping tools, provision of the necessary tools and support to achieve the mapping of various key humanitarian infrastructure, Safe women and girl friendly spaces, Humanitarian actors in the region, trading activities as well as services available within the region identified. The funds will also be used to map out potential armed conflict routes and potential hot spots for inter-communal fighting.This will be useful especially to women, girls and childre who are worst hit during a conflict.

Volume of mapping: This project will focus on creation of maps in Lakes state, with particular interest in the counties of Awerial, Yirol West and Yirol East. Awerial County is located in the south-eastern corner of Lakes State. It borders Yirol West County to the north-west and Yirol East County to the north-east. It also borders Jonglei State (Bor South County) to the east and Central Equatoria State (Terekeka County) to the south. According to a 2020 CRSF Report, Awerial County has a population of about 132, 875 and an approximate area of 4,659Km2.

Yirol East County is located on the eastern edge of Lakes State. It borders Awerial County to the south-east, Yirol West County to the south-west, and Rumbek East County to the west. It also borders Unity State (Panyijiar County) to the north and Jonglei State (Twic East and Bor South Counties) to the east. According to CSRF, Yirol East and West have a total population of 150,222 and 157655 respectively.

Yirol West County borders Rumbek East County to the north-west, Yirol East County to the north-east, Awerial County to the south-east, and Wulu County to the west. It also borders Central Equatoria State (Terekeka County) to the south and Western Equatoria State (Mvolo County) to the south-west.

How the mapping will be done: Using mapping tools , ARUDA volunteers will work with the already established and experienced Open street map team in Uganda to acquire training necessary to map out various access and infrastructural features within the 3 counties of Lakes State.Through various consultative meetings, ARUDA will identify the most critical features that will be mapped to aid humanitarian agencies in decision making as they deliver aid to people in need.

Describe your sustainability plan

In this section please describe how your activities will continue post-funding. If you are applying for funding to purchase equipment, explain who will store/use the equipment you purchase, and if you have long term sustainability plans for your community's development. We recommend your response be a minimum of 200 words and a maximum of 400 words.

The grant will be used to purchase equipment including a laptop, tablets,power banks, as well as volunteer incentives and cover transport costs . The assets will be owned by the organization, complete with an asset tag. They will be under the custody of the logistics officer and will be required to be insured where funds permit. Post funding, ARUDA will lobby for funds from interested humanitarian actors especially those in protection and security. A number of UN bodies including UNHCR & UN-I OM as well as the logistics cluster in South Sudan will be approached to provide financial support for the continuity and up scaling of the project. Community volunteers will also be approached and requested to give in kind support through training of new community members so as to pass the knowledge they will have acquired to new mappers.

What are your community defined project goals, and how do you define project success?

Please explain you project goals. This can include: setting goals such as "we will train X number of new mappers", "we will register as a legal entity", or "the data will be used by X", and why these goals are important to your community such as "we intent to be legally registered so that we can receive more grant funding in the future", "we intend to engage X number of women in mapping activities so that we can empower local women" or "we want to build a partnership with X so that our data will be used and trusted". We recommend your response be a minimum of 200 words and a maximum of 400 words.

Project goals: Through the HOT micro grant, ARUDA will conduct training to at least 7 volunteer members drawn from the local community on the use of various mapping tools such as JOSM, ID editor and mapillary in consultation with the already trained Ugandan team. Out of the 7, at least 4 will be women/ girls so that we empower them with skills. Through the training, the volunteers will also be impacted with skills in GBV, prevention of covid19 and other protection related issues affecting the community e.g. child marriages, forced marriages, community conflict mitigation as well as peace messaging to the youth who are usually involved in conflict. The 7 will be community mapping ambassadors who will participate in community mobilization and engagement.

Through the grant, the volunteers will also be able to map out key infrastructure for example Humanitarian actors present in the locations and what services are available for the local community. Among this will be women and girl friendly spaces where victims of GBV and rape can get immediate assistance. This will also help with the larger humanitarian community in doing referral pathways for health, WASH, Nutrition cases.

Mapping of key conflict areas will assist the humanitarian community to prepare adequately for access challenges as well as heighten the security alertness level during intervention. The local community will also be alerted to avoid certain areas during the conflict to avoid being caught up in conflict zones especially for women, girls and children. We will work with key protection and security actors in South Sudan such as ICRC, UNHCR and INSO to strengthen and enhance our work through seeking collaborations. INSO for example does a daily security report available to members only. Using this data, we can map out potential conflict zones and create alerts for the map users.

How success will be measured

1. 7 Volunteers will be selected and trained on mapping using various mapping tools eg JOSM,ID editor and mappillary.

2. Mapping out of all humanitarian actors with presence in Lakes state and particularly in Yirol East, Yirol West and Awerial. The mapping will collect data on the location of the NGO or INGO including the type of service provided. This will be key in providing referral pathways for various responses including rape cases, Health, Nutrition concerns, Local administration etc

3. ARUDA will conduct at least 5 mapping awareness sessions across the counties to create awareness on the availability of the open street maps, accessibility and usage targeting vulnerable community members as well as established NGOs.

4. ARUDA will seek to partner with at least one established protection actor e.g. UNHCR, ICRC, INSO to enhance our work.

5. Map out key infrastructure including Hospitals, Schools, access roads, ports etc with information that can be used reliably for decision making by the humanitarian community in decision making.

Aruda has been in existence for slightly over 10 years now, involved in Humanitarian work across South Sudan. With the community that will be established with this grant, ARUDA hopes to map not only the 3 counties identified , but also cover atleast 2 to 3 states in South Sudan. The experience gained in the mapping of the 3 counties will be used to scale up, identify potential partners and seek partnerships with relevant donors including UN bodies involved in both emergency and developmental work.A number of potential partners relevant to our work will be carefully mapped and approached. The NGO forum in South sudan will be our launching platform to create awareness on the availability of mapping resources.

We also hope that in 5 years’ time, the mapping community will be able to have the necessary support and skills to be able to expand from 7 community volunteers to about 21 in total covering over 3 states in South Sudan producing reliable maps that can be used in supporting the humanitarian and developmental work. This way ,through ARUDA and the mapping community ,we will be able to be the go to organization where maps are required.

ARUDA in conjunction with the Uganda OSM team will conduct training on using mobile data collection tool such as Open Data Kit and KOBO collect. The trainees will also be trained on how to edit the data that they have collected in the field using JOSM and later uploading the data to OpenStreetMap.

Explain how you plan to share your stories

Please give examples of how you will use share your stories with others. This can include: how you will publicize your news, where you will collect media content, how you will use social media channels, and if you will reach out beyond your immediate network to share your stories. We recommend your response be a minimum of 200 words and a maximum of 400 words.

ARUDA will have a communications expert who will collect media content during the various activities lined up including training and awareness raising with the local community . This will be documented and shared in our social media platforms that include Facebook , twitter and LinkedIn.There will be presentation done in collaboration with NGO forum that has over 200 registered members.In the wake of Covid19,online platforms eg zoom ,Ms Teams will be used to organize for awareness creation within the humanitarian community in South Sudan.We will use success stories , pictorials and short clips to create awareness.This will be available in our website.

Partnerships

Successful applications will demonstrate one or more partnerships with a local data user. Priority will be given to applications for which the data has been requested by a partnering organisation, or where the partner organisation has expressed interest in collecting the data for a specific use or intervention. Example partners include local non-government organisations (NGOs), community based organisations (CBOs), local governments, companies, universities, schools, and other academic institutions.

Describe who will use your data

It is important that the data you generate during the project is useful, and that it will be used to advance humanitarian and/or development challenges locally. In this section, please include: if the data you will be collecting has been requested by a partnering organisation, if there is an established formal relationship with the partnering organisation, if there is an existing MoU between you and the partnering organisation, and how long have you been working with the partnering organisation. If your organisation or community is going to be the data user, please describe how you will use the data, and how it ties in with your organisation's work. We recommend your response be a minimum of 200 words and a maximum of 400 words.

Access and mapping of South Sudan is at a minimal due to the prolonged conflict and years of war during which time very little or no development has happened. Being the youngest nation in the world , South Sudan has had many challenges with much of the population living in abject poverty and as IDPS. Humanitarian actors thus find it extremely difficult to plan humanitarian response for areas that are not mapped with no access information or information on available infrastructure. With this project , it would be very helpful since the humanitarian actors will have access to current, dependable mapping information. It will also go a long way in preventing disasters since high risk areas will be mapped out and thus inform res-ponders on the appropriate level of preparedness given the countries volatile situation.This information will benefit over 200 humanitarian actors in South Sudan through engagement with the South Sudan NGO forum.

Describe any other partnerships you plan to mobilize or establish for the purpose of the project

Other than sharing data and working with the local NGO community in South Sudan , ARUDA will work with the local administration to create awareness to the general public on the availability and use of the maps. This will be instrumental in locating the available services that the community can utilize, provided by the various humanitarian actors . For example , mapping of the local administrative offices where the local community can access services eg report cases of GBV, assault or other community concerns by the local population thus improve on the protection concerns of the locals. Being able to map the different NGOs within a certain area will also help the local population to make useful referrals for individuals that may require urgent humanitarian services that includes emergency health services.ARUDA also plans to work with security agencies and organization, eg INSO to provide real time updates on the security situation in conflict areas to inform decision making for NGOS that are involved in humanitarian response. Partnership with the NGO forum will be key in disseminating information and awareness to the rest of the forum members.

Inclusivity

Successful applications will include a developed strategy for the inclusion of women, girls, and marginalised groups in mapping activities. This includes the number of women, girls or marginalised groups you plan to engage, and the way in which you plan to interact with them.

In south Sudan, women, children and girls have borne the brunt of the conflict since the independence of the country in 2011.With two major war outbreaks in 2013 and 2016 ,women,girls and children have been most affected with no or minimal health care, food and clean water.ARUDA will target this marginalized groups as beneficiaries of the mapping project by providing them with map usage skills..ARUDA will create awareness to the local community on the use of the maps that will give guidance on the availability of humanitarian services , the location of the facilities as well as the humanitarian actors available in their location responding to the different needs of the community.With the increased use of smart phones/ tablets and internet access, it would be possible for the local population to access map information and locate service centers as well as avoid key conflict areas. This will thus improve humanitarian service accessibility as well as improve the protection concerns of the marginalized women , girls and children.

Expansion

Successful applications will show how communities intend to grow community engagement. This includes a practical approach on how many new mappers you aim to recruit and how they will be involved in community activities. Priority will be given to communities that also include a plan for ongoing engagement beyond the grant period. If this is not relevant to your project, please explain why.

Explain how you plan to expand your mapping community

In this section, please include: your approach to recruiting new mappers, how will you engage new mappers, how many new members you plan to recruit, and how will you retain community members throughout the duration of project and beyond. ARUDA has a umber of volunteers in South Sudan,in the capital City Juba , ARUDA has 4 volunteers and 6 permanent staff.In Lakes State, Mingkaman , we have 3 other volunteers. In Eastern Equatoria state, in Nimule , we have local community extension workers who are supporting our Food security and Livelihoods project funded by UNFAO. ARUDA will train the existing volunteers on mapping who will then in turn train more mappers should funding allow. We hope to have at least 15 mappers in South Sudan working with the Ugandan mapping community as we share skills and experience.The mappers will be incentivized and supported with smart phones/ tablets as well as providing them with a stipend to aid their work. Transport will also be provided to ease movement.This project will initially cover 3 counties, we hope that we can expand to the rest of the states by engaging other funders and donors using this project as a pilot.

Collaboration

Priority will be given to applications that collaborate with other OSM communities in the region. This can be country specific or regional and can include collaboration with Youth Mappers Chapters, or members of the HOT community to help with training, validation (as examples). ARUDA has already established links with the Uganda OSM team who have been doing mapping for South Sudan remotely while working from Uganda. This collaboration will add the much needed value by providing local field presence which will increase the quality and efficiency of mapping. ARUDA is also aware of the Kibera OSM team and would be willing to establish collaborations with the team for expericne sharing and learning since they are already established.

Describe other OSM communities you plan to approach, or establish relationships with, for the purpose of the project

This being a new mapping project we will work closely with the already established OSM teams in Uganda and Kenya. In Kenya we will establish links with the Map Kibera Team who are also already well established. This will be important for knowledge and experience sharing
