MapaTanda: Mapping with and for the Older Adults (Senior Citizens) and Ageing Population in the Philippines

This is an opportunity for you to tell us about your project. In this section we'd like to hear about your community, which local challenge your project addresses, what you plan to do and how, your sustainability plan, and how you plan to share your stories.

Describe the local challenge your project is addressing

In this section please describe in detail the challenge that your project addresses. We recommend your response be a minimum of 200 words and a maximum of 400 words.

Everyone ages -- that's a fact of life -- and as people age, their needs also change. This is true not just for the kind of food they eat, the places they visit, but also for the kind of data and information that they need and look for in maps.

The World Population Prospects estimates that by 2050, 16% of the world population will be over the age of 65. In 2015, 7.55 million people (7.5% of the population) in the Philippines were over 60 years old. This was higher than the 6.24 million people (6.7% of the population) in 2010. By 2045, 22.6 million people (16% of the population) in the country is expected to be over the age of 60. Whether we like it or not, we would need to tackle the issue of the ageing population sooner or later.

The MapaTanda Project (a portmanteau of Mapa -- which means a map -- and Tanda -- which can mean an older adult but can also mean remember) is a project that seeks to improve the number and quality of data in OpenStreetMap that are important and relevant to older adults (senior citizens) and the ageing population (60+ years old) in the Philippines.

Querying the current data in OSM shows that there are only 74 POIs tagged with "amenity=social_facility" and "social_amenity:for=senior". If we include the social facilities tagged for elderly, this number increases to 77 and most of these are Offices for Senior Citizen Affairs located in Pampanga, Philippines. Community centers tagged for seniors and elderly fare worse as there is only 1 such POI in the Philippines tagged in OSM. This presents an opportunity to map facilities such as nursing homes, retirement homes, community centers for older adults, facilities for adult learning, and other facilities that provide services or perks to the older adults (e.g. discounts, promos, etc.). The project will utilize SmartCT's partnerships with local government units in the Philippines to map this gap and train new OSM volunteers in the process.

Describe your project

In this section, please provide specific details about your mapping objectives. This should include: how you will contribute to help solve the local challenge you are addressing, what you aim to achieve with funding, what volume of mapping you plan to complete and how, and the number individuals are you aiming to include in mapping activities. We recommend your response be a minimum of 200 words and a maximum of 400 words.

In a nutshell, MapaTanda seeks to improve both the quantity and quality of data in OpenStreetMap that is important and relevant to members of the older adult and ageing population (60+ years old) in the Philippines. This involves adding and cleaning features in OpenStreetMap such as nursing homes, hospitals that provide specialized care for the elderly, retirement homes, local offices for senior citizen affairs, community centers and other facilities that cater to or provide perks and services to older adults, etc. These data can then be used by local and national organizations for policy-making, planning, and implementing projects and interventions.

The project will leverage an existing partnership of SmartCT with the Department of the Interior and Local Government (DILG) Region IV-A and the Municipality of Arteche in Eastern Samar. An initial list of the facilities to be mapped will be acquired from the partner local government units.

We aim to train at least 120 new OpenStreetMap volunteers with monthly online workshops and training. Mapathons will also be held for each of the provinces of Region IV-A and the municipality of Arteche which will introduce OpenStreetMap, its uses, and how to map facilities for senior citizens on OSM.

Aside from these, the project seeks to directly engage and work together with members of the older adult population as well as organizations working with or representing them in order to determine other relevant data and information that they need which can be added in OSM. We will ensure the participation and inclusion of senior citizens in the mapping and decision-making process of the project and seek to empower them to contribute to OSM. As a result of the project, we would like to train at least 30 “older adult” OSM volunteers.

Because most of the activities will be held online, part of the budget for the project will be allocated for mobile data / internet stipends for volunteers who want to participate in the training and mapping.

Describe your sustainability plan

In this section please describe how your activities will continue post-funding. If you are applying for funding to purchase equipment, explain who will store/use the equipment you purchase, and if you have long term sustainability plans for your community's development. We recommend your response be a minimum of 200 words and a maximum of 400 words.

SmartCT's goal as an organization is to put citizens and data at the heart of developing smart cities and communities in the Philippines. We believe in an open, inclusive, holistic, and citizen-centric approach to building smart solutions. To do this, we partner with actors such as local government units to ensure that they have access to quality open data that they can utilize for planning their programs and services. We believe in the power of open data and consider OpenStreetMap as a great amplifier of that power.

We currently have existing partnerships with DILG Region IV-A and the municipality of Arteche in Eastern Samar to collaborate on projects related to digital transformation, local governance, and social development. MapaTanda is one such project that we aim to promote with our current and future partners.

Even after the funding of the project, we will continue with the MapaTanda with our existing partners and look for other sources of funding, if needed. We hope to train members of non-government organizations and people’s organizations for senior citizens that can help widen the MapaTanda network. We will also push for and help our partners institutionalize open data policies and projects such as MapaTanda through local ordinances to ensure sustainability even after their partnership with SmartCT or after a change in administration.

Furthermore, SmartCT is a member of the Open and Agile Smart Cities (OASC) international network which can enable us to expand the project beyond the Philippines in the future

What are your community defined project goals, and how do you define project success?

The MapaTanda project aims to achieve the following goals:

1 Recruit new OSM volunteers 120 new OSM volunteers Building a strong, vibrant, and active community requires volunteers and members. Part of the project will focus on recruiting volunteers.
2 Engage the older adult population to contribute in OSM At least 30 "older adult" OSM volunteers Aside from mapping for the older adult population, we would also like to directly engage and map with them by introducing them to OpenStreetMap and how they can contribute.
3 Add Office for Senior Citizens Affairs (OSCA) data on OSM for the municipality of Arteche and Region IV-A 144 OSCA with relevant information such as contact details, etc. Republic Act 7432 (as amended by RA 9257) requires that there shall be established in all cities and municipalities an Office for Senior Citizens Affairs (OCSA) that serves as a general information and liaison center to serve the needs of the senior citizens among other functions. Having these offices and their relevant information mapped out in OSM will benefit the older adult population as well as other stakeholders.
4 Map other relevant and important facilities As many as possible Aside from OSCAs, nursing homes, retirement homes, community centers that cater to senior citizens, and other facilities identified by the senior citizen partners as relevant and important to them will be mapped.
5 Conduct training and mapathons 12 training / mapathons There will be two (2) training / mapathon for the municipality of Arteche and each of the provinces of Region IV-A which will discuss:
  • Introduction to OSM
  • Mapping buildings and roads
  • Mapping POIs
  • Mapping facilities relevant to senior citizens

What are your community's long term goals?

Please give describe your community's vision. This can include: where you see your community in five years time, how you want your data to be used, future partnerships you'd like to establish, or how you would like your community to grow (or not!). We recommend your response be a minimum of 200 words and a maximum of 400 words.

Our long-term goal is to map and validate all OSCA data in OSM for all cities and municipalities in the Philippines as well as other relevant facilities for the older adult population. Aside from this, we would like to help maintain a consistent convention for tagging data related to the older adult population in OSM, especially in the Philippines.

Hopefully, our data will be used by local, national, and even international organizations in order to create policies, plan programs, and implement projects for senior citizens. This can include using our data to study how accessible facilities are to senior citizens or finding which areas are under-served by currently existing facilities.

We'd like to build stronger relations with the local and global OSM community as well as foster partnerships with more local government units and national agencies. Aside from this, we would also like to see open data (and the use of OSM) be institutionalized through laws or local ordinances.

MapaTanda will create social media accounts as well as a simple website to be hosted on GitHub pages. We will regularly share our stories and updates on those channels. Aside from this, we will also utilize the social media accounts and networks of SmartCT (4,800+ followers) and our partners DILG IV-A (131,000+ followers) and Municipality of Arteche (6,000+ followers) to increase the reach of our stories. Aside from stories and reports, we will also release infographics and visualizations to raise awareness about senior citizens in the Philippines and the MapaTanda project. We will also hold an event during the Elderly Filipino Week (first week of October) to showcase the project.

Lastly, we will post our updates on relevant social media groups and pages (related to mapping, humanitarian/social development, and senior citizens) as well as partner with news and media outlets.

Partnerships

Successful applications will demonstrate one or more partnerships with a local data user. Priority will be given to applications for which the data has been requested by a partnering organisation, or where the partner organisation has expressed interest in collecting the data for a specific use or intervention. Example partners include local non-government organisations (NGOs), community based organisations (CBOs), local governments, companies, universities, schools, and other academic institutions.

Describe who will use your data

It is important that the data you generate during the project is useful, and that it will be used to advance humanitarian and/or development challenges locally. In this section, please include: if the data you will be collecting has been requested by a partnering organisation, if there is an established formal relationship with the partnering organisation, if there is an existing MoU between you and the partnering organisation, and how long have you been working with the partnering organisation. If your organisation or community is going to be the data user, please describe how you will use the data, and how it ties in with your organisation's work. We recommend your response be a minimum of 200 words and a maximum of 400 words.

The primary user of the data generated will be the local government units in Region IV-A and Arteche in Eastern Samar. The offices that directly serve or work with senior citizens such as the Office for Senior Citizen Affairs, Social Welfare and Development Office, and Office of the Mayor will find the data particularly useful. Other offices that deal with senior citizen concerns such as health, education, and employment can also use the data for their purposes. We hope that these offices can use the data for making policies, planning programs, and implementing projects that improve the lives of older adults and senior citizens in their area. Some examples of use-cases for the data include:

  1. Analysing the accessibility of facilities catering to senior citizens.
  2. Finding locations for building new facilities based on existing facilities and the distribution of the elderly population (i.e. High Resolution Settlement Layer).

Aside from the local and national government, we hope that our data will also be used by non-government organizations (NGOs) and people's organizations (POs) to advocate for better services that promote, enhance, and support the welfare of senior citizens.

We currently have existing MoUs with the municipality of Arteche (since 2020) and DILG IV-A (since 2021) to collaborate and work together on projects related to local governance and social development.

Describe any other partnerships you plan to mobilise or establish for the purpose of the project

In this section, please describe any additional partners you might be working with. If there are no additional partners (beyond the data user) this must be stated here. We recommend your response be a minimum of 200 words and a maximum of 400 words.

We would like to establish a partnership with non-government organizations (NGOs) and people's organizations (POs) for senior citizens in the Philippines. This partnership will allow us to better understand the needs of senior citizens and identify areas where MapaTanda can help such as providing data that they can use to advocate for better services. In return, we hope that they can help MapaTanda become more sustainable while also advocating for its institutionalization in their organizations or even their local communities.

We also plan to establish a stronger relationship and partnership with other local OSM communities and advocacy mapping groups such as MapBeks, Mental Health Awhereness PH, Ministry of Mapping, OSM Philippines Local Community, Humanitarian OpenStreetMap Team PH especially for training and validation support.

Inclusivity

Successful applications will include a developed strategy for the inclusion of women, girls, and marginalised groups in mapping activities. This includes the number of women, girls or marginalised groups you plan to engage, and the way in which you plan to interact with them.

MapaTanda will engage with senior citizens, senior citizens organizations (NGOs and POs), the Office for Senior Citizen Affairs, and other stakeholders early and often during the project. At the start of the project, we will meet with the stakeholders to identify the relevant facilities and information that need to be mapped. During the duration of the project, we will continuously and regularly consult with them to refine both our mapping process and outputs.

MapaTanda also seeks to empower senior citizens by keeping them involved in the mapping process. We hope to invite senior citizens to join the training and mapathon and recruit at least 30 new “older adult” OSM volunteers by the end of the project. If circumstances and health protocols allow, we aim to train these new OSM volunteers using a pair mapping (similar to pair programming) approach where they will map together with a more experienced mapper.

Expansion

Successful applications will show how communities intend to grow community engagement. This includes a practical approach on how many new mappers you aim to recruit and how they will be involved in community activities. Priority will be given to communities that also include a plan for ongoing engagement beyond the grant period. If this is not relevant to your project, please explain why.

Explain how you plan to expand your mapping community

In this section, please include: your approach to recruiting new mappers, how will you engage new mappers, how many new members you plan to recruit, and how will you retain community members throughout the duration of project and beyond. We recommend your response be a minimum of 200 words and a maximum of 400 words.

We plan to leverage our existing partnerships with local government units in order to grow MapaTanda and get volunteers. Aside from partner local government units, we aim to tap senior citizen organisations and commercial entities with projects for senior citizens for possible partnerships. We also plan to reach out to other local OSM initiatives in the Philippines in order to build relationships, foster collaboration, and find opportunities where we can support each other’s projects and advocacies.

We plan to build the capacity of our volunteers during and after the project so that they can become the new stewards of MapaTanda in the future. To do this, we will encourage them to attend training, workshops, and events not just by MapaTanda but also by other local mapping communities. This will not only sharpen their OSM skills but also widen their perspectives on where and how OSM can be used for humanitarian and social development.

Collaboration

Priority will be given to applications that collaborate with other OSM communities in the region. This can be country specific or regional and can include collaboration with Youth Mappers Chapters, or members of the HOT community to help with training, validation (as examples).
