Proposal Population centers import

Population centers are very basic data that should already be included in its entirety in OSM, but it is not. This is one of the easiest imports as only it's needed a node representing each place. The import of this data, will also help the Cadastre import, as it's needed to have all places and streets on the municipality mapped in order to start it. Data can be raw downloaded from here. The data we are locating is on the files "NonGeo121_tex1000_2017.shp" and "NonGeo121_tex500_2015.shp, that needs some filtering in order to delete other type of data that doesn't correspond with what we are currently importing.

Filtering method:

  1. Open "NonGeo121_tex1000_2017.shp" in JOSM using the OpenData plugin.
  2. After some research, it has been found here that the data is classified according to the label "GRUPNG", and the meaning of each value assigned to said label. Knowing that, we can use the search tool in JOSM for selecting all the nodes with the values 112, 126, 127, 135, 200, 300, 601, 602, 603, 604, 607, 700 for+- the GRUPNG field. Also select all nodes that doesn't have any value for GRUPNG.
  3. Delete the selected nodes.
  4. Open "NonGeo121_tex500_2017.shp" in JOSM using again the OpenData plugin.
  5. Delete 2 duplicated nodes and the node with GRUPNG=104, that corresponds with Santiago de Compostela city, that is already mapped.
  6. Merge both .shp files

Conversion method:

  1. Delete all tags except "GRUPNG" and "NOMBRE".
  2. Nodes with GRUPNG=102 corresponds with place=hamlet, and nodes with GRUPNG=103 corresponds with place=neighbourhood.
  3. Replace "NOMBRE" with "name"
  4. Correct every name so they aren't in capital letters. Check for spelling errors.
  5. Check manually if placement of every node is correct, and if the correct place tag was applied.
