Ireland/Health/AEDs
AEDs are a crucial aid in enabling individuals to survive an Out of Hospital Cardiac Arrest (OHCA). As of 2019, ~1800 AEDs (of an estimated 10,000 deployed) are known to the National Ambulance Service of Ireland. In Northern Ireland, ~ 2313 AEDs are known to Northern Ireland Ambulance Service.

This is an effort to map all the AEDs in Ireland with a view of supporting the community first responder (CFR) organisations in Ireland. We intend to partner with the relevant organisations that maintain databases of deployed AEDs.
Knowledge shared by the National Ambulance Service of Ireland (NAS) indicated that most AEDs are privately owned and managed. Governance and management is done at a local level in most cases (e.g. local shop, community group, hospital, pharmacy, etc).
There are generally two types of AEDs deployed in Ireland:
- Static - stored in a fixed location (typically in a cabinet fixed to the wall inside or outside).
- Mobile - stored in a vehicle for rapid deployment (e.g. if the emergency services contact a community first responder).
Data Protection
We need to be conscious that many AEDs are owned and maintained by individuals and they may not want to their details made public (being contactable by emergency services is a specific consent). We will follow the general practice of mapping what is on the ground and respect private property where appropriate.
Tagging
Tagging guidance is available at emergency=defibrillator.
For the purposes of this project we will ensure AEDs are tagged with the following attributes:
- brand=* for the manufacturer of the AED if known.
- defibrillator:location=*
- defibrillator:location:ga=*
- indoor=yes where the AED is inside the building.
- operator=* for the organisation or person responsible for the device.
- emergency:phone=* if access via an emergency contact.
- phone=* for the operator of AED (non-emergency communication)
- survey:date=* to capture when the AED was last surveyed or verified in person. This is helpful when sharing data with CFR groups.

2021-05-14: Donal Hunt contacted the NAS to enquire about releasing their register under FOI. 2021-06-14: Donal Hunt had a lengthy conversation with a contact in the NAS (name to follow). AED data has a complex governance and management history. Most AEDs are privately owned (individuals, organisations) and knowledge of their maintenance history is limited. There is currently no official registry in Ireland. While the NAS does have a dataset it is not in a shareable state due to design / data protection (no consent for sharing the data outside the NAS). |
