That doesn't quite make sense to me. In my opinion, these are not only of value for mappers, but also for users, consumers, lawyers, programmers, or others. The "note" tags can provide detail information for a varying audience. Even though mappers primarily intended this for other mappers, the information can be useful to everyone. E.g. details for a "surface=ground". Or the "source" tag; I think that is even less interesting for most mappers, but more for some users or consumers. I wouldn't make this fixed assignment. Hm. I get where you are coming from. Maybe calling this "mapper-only" is too strict then.
Imho, at least for note, this is technically still correct. A note is "non-obvious information about an element, the author's intent when creating it, or hints for further improvement". This is for mappers, and while some specialist users may want that information, like lawyers, a non-technical user (a casual map viewer) should not be shown this information.
