This tag is used for indicating the former operator of a railway line, whether active or abandoned. It should probably be from one general time period (e.g. the "Golden Age" pre-World War II in North America, or pre-Grouping/post-Grouping in the United Kingdom) and should indicate what system the line was part of during that time period. Therefore, ways tagged with old_railway_operator=X will usually form a connected network (with the exception of trackage rights).
