Used in Ontario, Canada to tag stretches of street/road that are designated and signed as "community safety zones".
This is a legal measure under which speeding fines are increased in these zones (law: [1]).
There is usually little physical changes other than erection of signs; any physical measures should be tagged separately (for example, traffic_calming=*).
