The operator:wikidata=* key is a machine-readable form of operator=*. It contains the ID of the Wikidata item for the feature's operator, by analogy with wikidata=*, which contains the ID of the Wikidata item for the feature itself.
How to tag
Add a operator:wikidata=* tag. Its value should be a Wikidata item identifier, including the "Q" prefix.
operator:wikidata=* should be accompanied by the corresponding human-readable operator=* tag. While this is redundant purely from the data, it is useful to data consumers that don't wish to look up additional data in Wikidata's database, and mappers to have a good idea of what the Wikidata-code stands for.
Software support
The Name Suggestion Index suggests operator:wikidata=* among other tags. In JOSM (as of 2024-06), user has to add Name Suggestion Index as an optional preset. It is integrated in other editors.
