The tag railway:signal:traversable=* is used to map markings on railway signals which indicate how to proceed in the case of a signal failure.
How to map
The tag railway:signal:traversable=* should be added to the
node of the main/minor signal to which it applies. Its value is the country-specific name of the respective marking.
An additional sub-tag railway:signal:traversable:type=* is used to desribe the behaviour prescribed by the marking in an internationally standardised way.
