ref:waterschapscode=* is the 4-digit reference code, assigned by the Dutch government to each water board (Dutch: waterschap) in the Netherlands.

The codes are assigned by the Ministry of the Interior and Kingdom Relations (Dutch: Ministerie van Binnenlandse Zaken en Koninkrijksrelaties) and Statistics Netherlands (Dutch: Centraal Bureau voor de Statistiek). The Ministry maintains a list of codes here:

Be aware that the 4-digit code may start with a leading zero. Any leading zero is part of the code and therefore included in the tagging.

The codes are sometimes written with a prefix ws or WS, to clarify that the code is a waterschapscode. These prefixes are not included in the tagging. Data consumers can prepend prefixes themselves as needed.
