ref:landcode=* is the 4-digit reference code, assigned by the Dutch government to each territory in the world, as recognised by the Kingdom of the Netherlands. Despite nominally being a code for countries (Dutch: landen), overseas parts of countries can be treated as separate territories with separate codes.
The codes are assigned by the Ministry of the Interior and Kingdom Relations (Dutch: Ministerie van Binnenlandse Zaken en Koninkrijksrelaties). The Ministry maintains a list of codes here:

The codes are sometimes written with a prefix LND, to clarify that the code is a landcode. These prefixes are not included in the tagging. Data consumers can prepend prefixes themselves as needed.
Currently, only the landcodes for subdivisions within the Kingdom of the Netherlands itself are tagged in OpenStreetMap. These are:
- the Caribbean countries, i.e. Curacao, Aruba, and Sint Maarten;
- the Caribbean public bodies (Dutch: Caribische openbare lichamen), i.e. Bonaire, Sint Eustatius, and Saba;
- the remainder of the Netherlands, i.e. the European part.
Note that Caribbean public bodies additionally have (distinct) reference codes within three other Dutch reference systems: ref:eilandcode=*, ref:caribischopenbaarlichaamcode=* and ref:gemeentecode=*. The Caribbean countries also have a ref:eilandcode=*.
