When the surface of a carriageway is not the same, where the wheel tracks are, and in between: This key maps both the fact, that the surface is not homogeneous, and what covers the middle of the way.
Examples
A so-called Tractor-Path may get: highway=track + tracktype=grade1 + surface=asphalt + surface:middle=grass
A driveway may get: highway=service + service=driveway + surface=paving_stones:lanes + surface:middle=grass_paver
