Motorway/Trunk/Primary reclassification based on ACC
Adam Franco has completed working though Upstate areas on November 8, 2021, bringing the OSM motorway/trunk/primary networks into closer alignment with the NewYorkState Street's data-sets' ACC classifications of 1-3 as defined in Proposal:_New_York/Highway_Classification.
General notes
I did not downgrade all cases where OSM has a road classified as a motorway, but NYS Streets assigned an ACC=2 (trunk) level. I generally only downgraded those that were very short and looked to not be fully motorway to highway=trunk+expressway=yes. In contrast, roads that had lower ACCs I generally downgraded to highway=primary+expressway=yes (ACC=3) or highway=secondary+expressway=yes (ACC=4). There may be cases that are currently tagged as highway=motorway that really aren't up to motorway standards and would be better tagged as highway=trunk+expressway=yes.
Highways to evaluate further
This is a list of highways where the ACC levels are questionable or where changes to OSM classifications may warrant a further look.
NY-169 between NY-5S/I-90 and NY-5

Currently primary in OSM. NYS-Streets has this listed with an ACC=4, which would map to secondary or lower. There is an I-90 exit at this location though that connects the primary network to the motorway. Primary may be warranted in spite of the lower ACC.
Washington County Route 49 east of Saratoga Springs

Dutchess County Route 3 toward Kent, CT

County road on the border with CT which should probably align with the classification of the road on the other side of the border (which itself may need further analysis).

Washington County Route 153 toward Rupert, VT

Franklin County Route 26 (Port Kent–Hopkinton Turnpike)

From Wikipedia: "Although NY 99 was signed as a state highway, maintenance on the route was performed by Franklin County, which designated the roadway as CR 26. All of NY 99 was initially a gravel road; however, most of the road was paved in the early 1970s through the use of state funds procured by New York State Senator Ronald Stafford of Plattsburgh. The western and eastern extents of the road were paved soon afterward; however, the road was left unpaved in the vicinity of Loon Lake—a lake near the midpoint of the route—even though the necessary gravel base was applied to the entire highway. The unpaved section deteriorated as a result, and the NY 99 designation was removed from the roadway on September 26, 1994. CR 26 has continued to deteriorate in the years since, with one 9-mile (14 km), limited maintenance segment seeing the most wear. This section, situated midway between NY 30 and NY 3, has become both littered with potholes and extremely narrow due to the erosion of the highway's shoulders. In mid-2009, residents of Loon Lake petitioned the county to repair all of CR 26 and to continuously maintain the highway, citing the road's regional importance as a through route for commuters traveling to and from the village of Malone."

Saint Lawrence CR-49

Chenango County: CR-32/CR-35/NY-220 near Oxford

Tioga County CR-41

ACC=3, but currently secondary in OSM. Meets up with PA 858 which is currently also secondary. Not sure if both should be upgraded or both stay secondary. NY-26 is a nearby state route that is also primary.
Downtown Elmira

Portions of NY-14-truck and CR-66 classed as ACC=4 and ACC=5, but carry the truck route through Elmira. Clemons Center Parkway had been tagged as "trunk" before I downgraded to highway=primary+expressway=yes.
Also, the Pennsyvania Avenue --> South Main Street --> North Main Street --> Park Place --> College Avenue corridor has ACC=3 even after NY-14 gets routed off of it onto the Clemons Center Parkway. Should this stay primary?
Corning: Denison Parkway West

Cattaraugus CR-45

Chautauqua County CR-33 & CR-69 south of NY-474

These segments have an ACC=4, but strangely there are no ACC=3 roads in this region. I'm hesitant to downgrade this one due to sparse primary network in the area.
NY-384 "Delaware Street" in Buffalo

Part of this has ACC=3 and Part has ACC=4. Not sure whether to trust NYS Streets or do something different. It looks like Young Street is also newly pedestrian, so that might affect routing on surrounding streets.
Niagra Scenic parkway between the Rainbow Bridge and I-190

Has an ACC=2 which would make it trunk, but heading south it dumps into a network of ACC=4-5 streets. Not sure what to do here.
NY-61 and NY-62 in downtown Niagra falls

NY-62 has ACC=2 heading west from I-190 toward downtown, but then the traffic looks like it splits on the 3 central streets before collecting again on NY-104. Should some of these be trunk for the full length or just keep them all primary and let 957A (the Niagra Scenic Parkway) be the sole trunk?
