Rationale

Geotab proposes to update existing OpenStreetMap speed-limit data for key Ontario highways (beginning with Highway 401) based on Ontario's official speed limit announcements and associated map.

The activity will update only existing highway=motorway ways and a small number of matching highway=motorway_link ways.

For applicable 110 km/h segments:

  • Set maxspeed=110.
  • Add maxspeed:hgv=105 to represent the provincial truck speed limit.

No new roads, geometry, nodes, relations, or unrelated tags will be added or changed. The data will be manually reviewed in QGIS and JOSM.

Community consultation

This activity will be socialized with the Ontario and Canadian OpenStreetMap communities through a public post on the OpenStreetMap Community Forum.

The discussion post will include:

  • A link to this activity page.
  • The Ontario source announcements.
  • The proposed maxspeed and maxspeed:hgv changes.
  • The geographic and highway-type scope.
  • The manual review and quality-assurance process.
  • The pilot and rollback plans.

The activity will not begin until the community has had reasonable time to review the proposal (2 weeks minimum). Feedback will be addressed publicly, and valid concerns may result in changes to the scope or method.

Timeframe

  • Internal preparation: Sept 3-4
  • Community consultation begins: Sept 7
  • Earliest possible editing date: Sept 21
  • Pilot upload: Sept 24
  • Full editing activity: Sept 31
  • Expected completion: Sept 31

If this is successful, additional highways in the Province may be updated in subsequent rounds, with similar community engagement and pilot changesets.

The final upload scope will be regenerated from current OSM data immediately before editing begins.

Tools and data sources

Tools

  • QGIS for color-coded visual comparison and preparation.
  • JOSM for direct OSM review, validation, and upload.
  • Overpass API for obtaining the initial OSM extract.
  • A documented matching and tag-update process using current OSM way IDs.

Data sources

The Ontario announcements and associated map are used as factual reference sources. Ontario road geometry is not copied into OSM.

Additional participants will be listed here before they make any edits.

Measuring our success

Success will be measured by:

  • Number of existing Highway 401 ways reviewed.
  • Number of maxspeed values updated.
  • Number of maxspeed:hgv=105 tags added.
  • Confirmation that no unintended geometry or unrelated tag changes occurred.
  • JOSM validation results.
  • Results of the pilot upload.
  • Community feedback received and resolved.
  • Ability to provide a complete before-and-after audit and rollback.

Edit volume alone will not be treated as a measure of success. Accuracy and community acceptance are the primary measures.

Training/instructions

This is currently a single-editor activity. Before any additional participants edit, each participant will review this page and follow the same instructions.

Participants must:

  • Edit only existing Ontario Highway 401 ways for this initial scope.
  • Include highway=motorway and explicitly reviewed matching highway=motorway_link ways.
  • Exclude all highway=service ways - these are emergency access paths.
  • Set maxspeed=110 only where supported by the Ontario source.
  • Add maxspeed:hgv=105 only to applicable 110 km/h segments.
  • Preserve geometry, nodes, relations, and unrelated tags.
  • Review current OSM data before editing.
  • Use the #GeotabOntarioSpeedLimits hashtag.
  • Record all changed way IDs and before-and-after values.
  • Stop and escalate any ambiguous or conflicting case rather than guessing.

Post-event clean-up

Quality assurance will include:

  • Re-downloading current OSM data before the upload.
  • Checking that all way IDs still exist and have not been recently changed.
  • Confirming that all included ways represent Ontario Highway 401.
  • Confirming that no highway=service ways are included.
  • Verifying that each maxspeed=110 value is supported by the Ontario source.
  • Verifying that maxspeed:hgv=105 is limited to applicable 110 km/h segments.
  • Running JOSM validation.
  • Reviewing a geographically distributed pilot before continuing.
  • Comparing uploaded changesets against the before-and-after audit.
  • Monitoring community feedback after upload.
  • Reverting affected changes promptly if a systematic error is identified.

Results

Progress will be shared with the community through the changeset history and updates to this page.

For each editing batch, this page will record:

  • Date of the batch.
  • Geographic area covered.
  • Changeset links.
  • Number of ways changed.
  • Number of maxspeed updates.
  • Number of maxspeed:hgv additions.
  • Number of excluded or ambiguous ways.
  • QA results.
  • Community feedback and resolutions.

After the activity is complete, this page will be updated with a final summary and links to all changesets.
