Proposal
Currently, queues are often mapped with descriptive names. Like "Fast Pass lane", "Priority queue", etc. There is no clear way to designate a footway as a queue, nevermind the type of queue.
This new tagging scheme can be used broadly; not only in theme parks, but other attractions too - anywhere a line of humans waits.
Rationale
The tag highway=footway was chosen with its existing subkey, footway=* to specify the type of footway. This is because a lot of queues are already mapped as footways.
This is also in line with other footway=* tags, such as footway=sidewalk, footway=crossing, etc.
The tag queue=footway already has some use - 45 at time of writing. However, using the footway=* key makes more sense.

A queue should be tagged with;

The queue key
The queue=* key is used to describe what kind of queue it is.

Rendering
Queues are, by definition, one-way. oneway=yes is implied by footway=queue.
