This feature has been labeled as deprecated. The recommended replacement is: access=yes.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

Discouraged tag; use much more common tag access=yes

Access values are used to describe the legal access for various facilities.

access=public was added to a few features that provide access to the general public. Many were amenity=parking or amenity=toilets added with a preset in the iD or JOSM editor which offered this tag as a suggestion. However, the tag access=yes is much more common and has the same meaning. This tag is no longer offered by either editor, and it is not usually supported by database users. Usage is no longer increasing, as of mid-2019.
