Further refinement of a highway=service representing a slipway, which is a ramp into the water for launching a boat. Sometimes referred to as "boat ramps", "boat landings" or "boat launches". They are typically simply a concrete ramp at the end of an access road or track into the water.

The leisure=slipway tag will often be tagged at the last node of this way on the water's edge, or in combination with highway=service and this tag on the whole way.
