In OSM "level" terminology, this can be level=2, level=3 or something else. It should match the level with level:ref=3.
If the building used letters for its floors, this could be addr:floor=C.
In OSM, "3" is the most frequent value for the key (13% of values, status March 2023).
Some may be worth normalizing to 3, others not.
