On the surface rock glaciers appear to lay persons as a pile of of broken rock, scree or boulders, while they consist of layers with permafrost sandwiched in the middle.
Draw an outline around the feature and apply geological=rock_glacier. Combining this with natural=scree may hint at consumers not knowing about this tag at least a bit of what the surface looks like and is not strictly wrong, as rock glaciers dwell not only on low temperatures but on a constant supply of scree too.
