This feature has been labeled as deprecated. The recommended replacement is: man_made=works + industrial=* for the type of factory.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.

A factory is an industrial-scale production site that brings together a large number of different operations and produces products largely with the help of machines, production workers and plant management.

Note: Using this tag is discouraged. The industrial=* key is intended to specialize the type of factory/industry, not the mere presence of a factory. man_made=works is intended for tagging the presence of a factory instead.
