Indicates that using motor vehicle is allowed. Overrides access=* and vehicle=* and in turn can be overridden by more specific access tags (TODO: give examples).
Note that in general it is not useful to add motor_vehicle=yes where vehicle=yes is present or access=yes is present, or where both are missing and road is clearly open to motor vehicle traffic (for example on highway=tertiary).
