This tag is sometimes used to explicitly inform other mappers that a feature does have a name, contrary to convention or appearances. Roundabouts, for example, are often not tagged with name=* as a matter of convention, but sometimes roundabouts are named — when they have acquired a name of their own, or when a street sign of one of the streets connecting to it is placed by the roundabout road as well.

When you encounter noname=no, double check your assumptions about that feature being nameless. That tag was put there for a reason.
