Used where the surface consists of exposed earth/soil/dirt, and is not sand, gravel or rock.
The name of this surface value reflects common language use such as in "dirt road", which in some English-speaking regions is also called "earth road", so surface=earth is likely a synonym of surface=dirt. Some mappers may use various distinctions between surface=dirt and surface=earth, but no systematic difference is to be expected. Note that some roads correctly tagged in OSM as surface=compacted are sometimes referred to as "dirt road" too.
