Needs more explanatory info

IRC has one heck of a steep learning curve. For example, using desktop IRC client software (Thunderbird), irc.oftc.net comes up with “Error: Peer's Certificate issuer is not recognized.” This isn't very approachable. Mention what to do when following the instructions, https://irc.openstreetmap.org/irc.cgi simply gives

Is there a log (archive) of IRC chats available?

As one might want to check if there was unexpected outage announced before posting the issue or similar (e.g. https://github.com/openstreetmap/operations/issues/650)

@Mnalis: Afaik there are no public logs - only private logs by some IRC users. --katpatuka (talk) 04:30, 21 June 2022 (UTC)
