Duplicating other bits of the site

This isn't the place for YAWIOSM (yet another what is openstreetmap) discussion - there's about five of them already on the wiki elsewhere. Keep this page to two paragraphs and put further reading links off elsewhere. And those two paragraphs could be just the text that's on the splash screen of potlatch in the first place.
