Defining busway=designated as a possible synonym

The idea came out to be from this changeset (and by extension, on FR OSM's Discourse). Basically, some people have tagged certain highways with busway=designated. The problem is that this sounds to me like an amalgamation of busway=lane (the key) and bus=designated (the value) with no way how data consumers should ever interpret this since it's used in place for both tags alongside the redundancy issue with busway=lane (since bus lanes are designated to buses by definition).

For completion, I've also create a Discourse thread which would allow this discussion in more detail but I'll also keep it on the Wiki because it affects this very page.
