First of all the formal point of view: There are still incoming links to this page which hinders the deletion.

Now the opinionated part. Why do you want to transfer the information to Poland/Warszawa? This seems to be a fairly unusual naming. First you have the English country name and then you use the Polish city name? Is it necessary to discriminate between multiple cities named Warszawa? Sorry for missing that there is discussion already.
"First you have the English country name and then you use the Polish city name" for me it is not something unusual, for example for foreign mail it is normal to have "Szczebrzeszyn, Poland" type of addressing.
"Is it necessary to discriminate between multiple cities named Warszawa?" - main benefit is that it becomes subpage of Poland page (see for example "back to main site" link visible on subpages).
"Was this discussed in some mailing list or forum" - AFAIK no, but interest in this pages is fairly low. So someone editing them is likely sole person caring about them.
"There are still incoming links to this page which hinders the deletion" - redirect would solve this.

Well, if the two of you really want a subpage then go for it. Apparently I do not like subpages in this context (I did not know that other people really want them at a bigger scale.), because they cause long page names and they essentially duplicate some of the categories. --Tigerfell This user is member of the wiki team of OSM (Let's talk) 16:06, 29 December 2020 (UTC)
