Key park:public_level=* is proposed to add to publicly-owned parks to indicate the level of government that owns the park. Its value is an integer (2 through 11) using "local" values of admin_level=*. A park tagged with park:public_level=2 indicates a national park. In a country that tags cities with admin_level=8, a park tagged park:public_level=8 indicates the park is a city (8) park.
This assumes the park is enclosed by a boundary=administrative relation corresponding to the government that owns the park. Thus for example, a park (geometrically) "inside the boundary of" the United States tagged with park:public_level=2 indicates a national (2) park owned by the United States' Interior Department's National Park Service.
