maxlength expresses a legal length limit for using the way it is added to. If no unit is included, the value is assumed to be in metres.

In the United States, laws and signs express length limits for semi-trailer trucks (maxlength:hgv_articulated=*) in feet as measured from the kingpin to either the rear axle (KPRA) or the center of the rear axle group, depending on the state. Both formulas exclude most of the tractor unit's length. [1]
