Australian Dedicated Indigenous Protected Areas 2020 is dataset which is of type ArcView Shapefile covering Australia. The import was completed on the 1st January 2022.


Goals

Update the Australian Dedicated Indigenous Protected Areas with the latest dedicated areas since those mapped from the biannual CAPAD editions and also add the IPA sea country that is not included in CAPAD.

Schedule

Commenced late in 2021 and completed the import early in 2022.

Import Type

A one-time import.

Data Preparation

Open original shapefile in QGIS and save in CRS EPSG-4326-WGS84
On checking validity of the shapefile a few touching rings were detected and I will evaluate these in JOSM before upload.

Use a ogr2osm translation file on the shapefile to prepare suitable tags in an .osm file that are comparable with the IPAs already imported into OSM previously using CAPAD.

Use JOSM to add the missing IPAs one at time by 'Edit > Merge selection' the selected polygon or multipolygon for each IPA with the existing osm data.

Use JOSM simplify if necessary to remove excessive nodes with minimal changes to geometry.

Validate and quality control the merged IPA and upload data into the OSM database.

These tags were added to be consistent with IPA data already in OSM from other sources.

STATUS: whether the IPA is declared or undeclared. (as all were dedicated)
GAZ_AREA: area of IPA in hectares.
GIS_AREA: area of IPA in hectares as calculated in ArcGIS.
GAZ_DATE: original gazettal/ proclamation date.
LATEST_GAZ: Date of most recent gazetted amendment or verification.
SOURCE: Source of spatial dataset (eg. CAPAD_T). (as this can be obtained from original dataset)
and other common values in gis datasets

This column was read and taken into account as necessary as the IPAs were processed.

Data Transformation

Open original dataset shapefile in QGIS, select and copy all features and save a new shapefile as CRS EPSG-4326-WGS84

Use Terminal command prompt to run ogr2osm to convert the shapefile into a OSM XML file with preferred tags
/path/ogr2osm /path/<infile>.shp --translation=/path/Dedicated_IPA_2020_tags.py --split-ways 1800 --never-upload --output=/path/<outfile>.osm
--split-ways 1800 will split ways that are too long for osm
--never-upload prevents accidental upload of the complete IPA areas .osm file when using in JOSM.
The resultant .osm file is suitable for opening in JOSM to begin to Edit > Merge selection of objects into the OSM database.

Data Merge Workflow

Merging objects in JOSM

It is planned to Edit > Merge selection no more that one IPA at a time into the downloaded osm data for each upload.
Load prepared OSM XML file into JOSM, select the polygon or multipolygon for the IPA that you wish to add to the OSM and zoom to the selected area.
Add a new layer and download the area from the OSM.
Check if the IPA has been mapped already in OSM.
If not mapped already, select the polygon or multipolygon for the IPA that you wish to add from the OSM XML layer, then select edit > merge selection and merge the selected data into the OSM layer.
If the IPA is a small polygon in a data sparse area this task may be simple.
For more complex multipolygons it is best to proceed with caution adding smaller parts and gradually assemble the IPA multipolygon relation.
A judgement is made where parts of the IPA borders duplicate lines that are already in the OSM.
I plan to leave natural boundaries such as wooded areas, streams, coastlines or gazetted boundaries like PSMA administrative boundaries mostly separate from IPA boundaries.
In places where the borders align with National Park and similar protected areas I will likely de-duplicate and share borders.
This will be a subjective judgement and situation dependent.
I notice that the resolution of the sea country borders may be lower that the land areas where there is overlap and I will try to choose the best resolution where possible when de-duplicating.
I will replace the osm mapped geometry where necessary to preserve the history of the ways using JOSM/Plugins/utilsplugin2 Replace geometry.

QA

JOSM validator will be used before upload and conflicts, errors and warnings resolved.
Ways will be checked for duplication.
Each IPA will be uploaded separately in single or multiple parts.
I will monitor the OSM Inspector (areas) for issues and resolve where necessary.
If reversion of any changeset/s is required this will be done using the JOSM/Plugins/Reverter plugin.
