Use this tag if the steps are very low or are much further apart then for an ordinary flight of stairs (and are not higher than average), i.e. the incline is significantly lower than usual. Do not use the tag if the individual steps are far apart but higher than usual (should be at most 18-19cm).
Often, flat steps, unlike "true" steps, can be driven on (very slowly, in exceptional situations) with ordinary vehicles and are more suitable for other kinds of vehicles (like bikes or baby strollers), but are still an impediment for others (e.g. wheelchairs, especially in the "up" direction).
If possible, please consider adding also tags such as step_count=* and step:height=*.
How to map
Add flat_steps=yes to a way with highway=steps.
Tagging flat_steps=no for ordinary staircases is not necessary.
