Key created as part of the Simple Indoor Tagging schema. This key is used for the correct numbering of a building's levels, while the other building:min_level=* key (from the Simple 3D Buildings Schema) is used to capture the external look of a building.
The keys min_level=* and building:min_level=* can be both applied to the same building outline as they do not conflict.
