Fall Exposure Rating The fall exposure rating takes into account the consequences of a fall, excluding flat falls, under summer conditions (snow-free trails and slopes below 2,500 m). On a good trail, this refers to the consequences of falling off the side of the trail.

This might look like sac_scale, and yes it overlaps on it's exposition part, but I do believe, both properties are orthogonal. You can have a technically easy path to hike, with high cliff on a side causing a high fall exposition.
Another way to say it is that sac_scale isn't a good way to depict both fall exposition and hiking difficulty. So adding a new tag, dedicated to fall exposition makes sense IMHO
