This kons:decision_number (also known as protocol number) shouldn't be confused with ref:kons number!
The 
Commission to Preserve National Monuments of Bosnia and Herzegovina (KONS) is a state-level institution (commission, agency) which issues its decisions to declare cultural and historical property a National Monuments of Bosnia and Herzegovina.
A document passed on such session consists of two parts titled DECISION ("ODLUKA") and Rationale ("Obrazloženje").
A decision number ("Number" / "Broj"), also known as protocol number ("broj protokola") is a unique identifier for a formal ruling, appearing at the bottom of the document, on the left side of the page of the first portion of the document titled "DECISION", along with a date and a location, while on the right side is Commission's president's signature.
The decision number, date and location written at the botom left-side in .pdf document stored on the official website looks like this - example:

A decision or protocol number ("broj odluke" / "broj protokola") acts as a unique ID to log and track correspondence, contracts, or legal decisions. Format usually includes a sequence number, a department code, and the year (e.g., 01-234/26). This number must not be confused with a Reference Number (ref:kons=*) of the property (declared national monument).
