The key traffic_signals:countdown=* is used to indicate a traffic light, highway=traffic_signals has a way to display how long it should take before the light goes green or red, i.e. it counts down red or green.

Some countdowns display the number of seconds remaining. Others display a meter or dial that is not necessarily in seconds: traffic light installations are dynamic, so if more or less other traffic comes, the time to wait can increase or decrease.

Count down timers can help to have the cyclist or a pedestrian start the crossing earlier and it acts as feedback so you know the traffic light did detect you.
