Your definition of "by payment, such as a pick-your-own orchard" is usually considered fee=yes, with access=yes. This describes the ability to pay for this on its own. The access=customers counterpart is for when it is limited to users of other service, perhaps the entire farm, restaurant, or a hotel. *:fee=yes should be used for this instead.
