Definition
There are many restaurants, bars and hotels where smoking is prohibited. But there are also those where smoking is permitted or at least in separated rooms. Today there are no tags to mark whether smoking in such an amenity is permitted or not.
Tagging
inside
The proposed tag is smoking=* with the following values:

outside
If some parts of the amenity are outside (e.g. Beergarden, restaurant with a terrace / patio / balcony, ...) then the tag can additionally be used as smoking:outside=*

smoking hours
If smoking is allowed during well defined hours, use smoking_hours.

Default tagging
If, in a country, smoking is globaly forbiden by law in such amenities, it can be tagged for the whole country in its default relation with :
