A generator unit transformer connects directly to the generator terminals and is used for stepping up the generator voltage to that of the transmission or distribution grid. It is almost always located physically close to the generator, typically directly outside the generator building. Unless the generator terminal voltage is known it is sufficient to tag only the secondary voltage.

They use to get installed in substation=generation perimeters.

Voltage tagging

According to interfaces definition, primary side is always the side where the power comes from. A generator transformer is that different from consumers transformers where voltage:primary=* use to be over the voltage:secondary=*. In power plants, generators voltages use to be way under the power grid voltages, then you should expect to find voltage:secondary=* over voltage:primary=* because primary interfaces are connected to generators and not to transmission grid.
