This tag is often interpreted to mean that general through traffic is forbidden, whereas non-transit traffic to a given element ("destination") is allowed to some, although the coverage of this tag on all modes in unclear.

Refer to motor_vehicle=destination or vehicle=destination for the most common road signs associated with this meaning, while access=* would exclude pedestrians as well.

Tagging

Tag all the ways which are only reachable through the traffic sign access=destination (or the appropriate transport mode).

Routers (such as OpenTripPlanner) may implement this restriction in a way that if you have entered a access=destination way from a way which doesn't have this tag, you are not allowed to exit onto a way that doesn't have this tag.
