Used to tag a emergency stations operated by civil protection agencies.
In practice, this tag is used almost exclusively in Germany, where it tags emergency stations of the 
Technisches Hilfswerk organisation (THW); a civil agency comprised mostly of volunteers which can assist emergency services during catastrophes.
