cycleway:both=lane explicitly marks lane as applying to both sides of a way, see Tag:cycleway=lane for more info about that value.

cycleway:both=lane does not always have the same meaning and interpretation as cycleway=lane. Note that some people consider cycleway=lane as applying to one side of the road in some cases[1].
