This feature has been labeled as deprecated. The recommended replacement is: amenity=school.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

History

The tag education=school has been used in several ways, none of which are very common:

  1. A primary or secondary school (pupils typically aged 6 to 18). In this case the tag amenity=school is much more common, and is usually added as well. This has mostly been used in Russia: https://overpass-turbo.eu/s/14fR
  2. To specify the type of education building feature, e.g. building=education or building=yes plus education=school. However it is much more common to use building=school for a building that was designed to hold primary or secondary school classrooms. This has been used in Cameroon and several other places: https://overpass-turbo.eu/s/14fQ
  3. To specify a damaged or destroyed school building. This has been used in Bengaledesh: https://overpass-turbo.eu/s/14fq
  4. Combined with other types of education or training tags, e.g amenity=kindergarten or amenity=training - this was mostly used in southern Russia: https://overpass-turbo.eu/s/14fr
