On roads, this tag means there is signage indicating a legal requirement to have headlights on in the section of road. This is known as a "Daytime Headlight Section" in the US.
On countries, this tag means that headlights are required throughout the whole country and thus tagging each road would be ridiculous.
Tagging
After verifying signage or legal requirement, simply add headlight=required to the road section or country in question.
