The tag level=0 indicates that the feature is on the first above-ground level of a building or building part.

This could be locally signed as "Ground Floor" (addr:floor=Ground Floor or addr:floor=G), "First Floor" addr:floor=1, "Basement" or "-1" (addr:floor=B or addr:floor=-1).

The level above is level=1, the level below level=-1.
