Use toll:designated=yes with highway=* to indicate that a part of a road is formally paid, but drivers can use it for free.

The whole road may be announced to be paid by documents of the road operator and/or on billboards at the beginning of the road. On the picture the long road part from 21 to 93 km is designated to be paid while several entries and exits to/from the road may encounter between two consecutive toll collection points. Only portions of way where drivers can enter and leave the road free of charge — without passing actual barrier=toll_booth or barrier-free highway=toll_gantry — should be marked as toll:designated=yes.

Portions of way from which there is no escape except for a U-turn should be marked as toll=yes.
