This tag describes a way circumventing a water barrier like waterfall, waterway=weir or waterway=dam. The way should be drawn in the flow direction of the water similar to other linear waterways (e.g.waterway=river or waterway=stream).

If you want to draw the waterbody (the area of the fish pass), draw an additional closed way and tag it with natural=water + water=fish_pass.
