Why not just use website=*?

- This should link to the (raw) live photo or video feed directly.
website=*can be an ordinary page with info in text. Theman_made=*have someman_made=monitoring_station, which usually have webpages.
There are a dozen for what's it installed on (man_made=tower,man_made=mast)
An extra possibility is it might be usable on the feature it's capturing, if there's a prominent webcam of interest. I haven't checked what the 85
and 14
are though. Further to the above, there's no type=*to database-link them (excepttype=enforcement), relying on some spatial proximity.

Or it can be a HTML web page, so long as the page primarily displays the video/image on the page, as opposed to just general text information about the traffic camera? - For example https://www.livetraffic.com/traffic-cameras/sydney-north/warringah-road-forestville is the canonical url for https://www.openstreetmap.org/node/13271531407 but given that includes a map as well would that be
