Waterway=* for barriers

Re: "The tag [waterway=floating_barrier] is likely to be questioned by mappers who would like waterway=* to be reserved for real ways along which water flows (rivers, streams, etc), rather than including features associated with water generally."

The key waterway=* is already used for waterway=dam, waterway=weir, waterway=lock_gate and waterway=waterfall, so most other obstructions across navigable rivers are mapped with this key. --Jeisenbe (talk) 05:18, 11 October 2020 (UTC)
