A special basin used for detention of rainwater before being discharged into a surface water body. The basin is normally not filled with water. There should be an inflow and an outflow.
Detention basin on Wikipedia: "A detention basin is a storm water management facility ... that is designed to protect against flooding and, in some cases, downstream erosion by storing water for a limited period of a time. These basins are also called "dry ponds", "holding ponds" or "dry detention basins" if no permanent pool of water exists."
If built along mountain streams, they are also called debris basins and designed to hold a significant amount of debris in case of torrential mudflows, while letting water drain off.
