surface=compacted is a mixture of coarser (e.g., gravel typically 20 mm) and finer (e.g., sand) aggregate, compacted (with a roller), so the surface is more stable than loose gravel. Mixture and compacting leads to more grip and stability. It is chiefly used for improvement of minor and countryside roads. Sometimes known as water-bound macadam. Those roads are also called "gravel" in many parts of the world, but compacted is more precise than gravel.

It is the best sort of road surface short of paving with asphalt or concrete. It degrades quicker than surface=asphalt. Roads with slight degradation – some potholes, slight accumulation of dirt or losing small amounts of material remain surface=compacted.

The smoothness=* key may be used to describe surface quality in more detail. Compacted roads are typically represented by grade2 on the tracktype=* scale.
